Attached is the First Prediction for Thursday, December 14, 2017. 1 to 2, locally 3, inches of snow is anticipated across the majority of the state tonight into early tomorrow morning. Cold temperatures in the upper 10s/lower 20s will promote accumulations on roadways.

In my opinion, this is a classic delay setup for Thursday morning. 1-2 inches of snow during the overnight hours is usually a high-confidence situation for delays from a prediction standpoint. There is a risk for closings (and regular days) if the storm overperforms (underpreforms), but the trend has been towards the delay scenario.
